July-December 2010 export tax rebate or face adjustment

Vice Minister of the Ministry of Commerce Jiang Yaoping said on the 11th that China’s foreign trade policy is mainly stable in the second half of the year, but it is still possible to adjust the export tax rebates for some high energy-consuming and highly polluting products.

Jiang Yaoping made the above remarks when answering the author's question at the press conference of the 2010 China Green Industry and Green Economy High-tech International Exposition.

He said that from the current development of foreign trade, China’s foreign trade environment is facing a lot of uncertainty. In the second half of the year, foreign trade policy is generally stable and perfect, but it may also be based on the national strategic requirements for energy conservation and emission reduction. The necessary rebate adjustments are made for products that actually consume high energy and are highly polluting in some production processes.

He stressed that such decisions must be made on the basis of scientific argumentation and listening to opinions from various localities and related industries, and that the scope of adjustments will also be small. This shows the determination of the Chinese government to unswervingly advance its energy-saving and emission reduction strategy.

The Ministry of Finance and the State Administration of Taxation jointly issued a notice on June 22, and as of July 15, 2010, the export tax rebates for some 406 tariff items such as steel and non-ferrous metal processing materials were cancelled.

According to data released by the General Administration of Customs on the 10th, China’s import and export value reached US$262.31 billion in July, a year-on-year increase of 30.8%. Among them, exports reached US$145.52 billion, an increase of 38.1%.
