Sino-U.S. cooperation in energy pragmatism looks to the future

The 2nd China-US Strategic Forum on Clean Energy Practical Cooperation will be held in Washington, USA on the 18th and 19th. The theme of the forum is "China-U.S. relations in the next ten years." He hoped that through the exchanges and exchanges between the political, business, and business circles of the two countries, he will evaluate the current state of cooperation in the energy field between China and the United States and deepen future cooperation.

Energy cooperation has a long history of multi-level energy cooperation between China and the United States. In the 1980s, cooperation took place in the fossil energy field. In the 1990s, cooperation projects were established in the fields of nuclear energy and nuclear fusion. For more than 20 years, many companies and research institutions have had many cooperation achievements in the fields of industrial energy conservation, electric vehicles, wind energy, solar energy, and ground-source heat pumps.

At present, the pragmatic cooperation between China and the United States in the field of clean energy is not only an important aspect of building a positive, cooperative, and comprehensive relationship between the two countries in the 21st century, but also can make an important contribution to the global challenge of climate change and sustainable development. .

China's "Twelfth Five-Year Plan" proposal clearly states that "reasonably controlling total energy consumption and improving energy efficiency. Adjusting the energy consumption structure and increasing the proportion of non-fossil energy", and new energy has been identified as the key strategically-emerging emerging strategic One of the industries. In the United States, at the beginning of the White House, Obama listed energy and climate change as one of its three major priorities for governance. After the outbreak of the international financial crisis, Washington adopted green technology represented by clean energy as the fundamental way to promote economic growth and create jobs. So far, China and the United States have signed more than one hundred agreements, memoranda, and intentions in the energy sector between the governments.

In the traditional energy field, China and the United States also have interest points. Zhou Dadi, vice chairman of the National Innovation and Development Strategic Research Association (CPC) and executive vice president of the China Energy Research Association, said that China and the United States are the world's largest coal users. How can this fossil energy be pursued in a low-carbon economy? To play a good role is a common challenge and a direction for cooperation between the two countries.

Strive for "knowledge and action"

This session of the China-US Clean Energy Practical Cooperation Strategy Forum has attracted wide attention due to its high level, wide content, and fruitful results.

At a high level, this forum was held during the visit of the US to the United States, highlighting the importance attached by the two countries to the forum. It is reported that vice chairman of the CPPCC National Committee Tung Chee Hwa, deputy director of the National Committee of the Chinese People's Political Consultative Conference, director of the Ministry of Science and Technology Wan Gang, chairman of the National Founding Association Zheng Bijian, and officials of the National Development and Reform Commission, the Ministry of Commerce, and the Energy Bureau, executives of China Investment, China Nuclear Power, Guodian, Shenhua and State Grid All will attend and give speeches. The United States, Secretary of State Hillary Clinton, Minister of Energy Zhu Xiwen, Secretary of Commerce Gary Locke, and Presidents and CEOs of American Power, Westinghouse Electric, Duke Energy, and GE will attend and deliver speeches.

With a wide range of contents, this forum has both a high degree of strategic research and pragmatic cooperation. While clarifying each other’s strategic vision in the field of clean energy, China and the United States will further promote pragmatic cooperation between companies, regions and research institutions of the two countries. During the forum, the United States will have more than 50 governors who have the intention of investing in China to meet with the Chinese companies and research institutions to discuss cooperation matters. It can be said that "combining knowledge and practice" is a major feature of this forum.

As a result, it is reported that the China-U.S. Clean Energy Research Center will hold a conference to announce 3 to 4 heavyweight cooperation projects. China and the United States will also sign a series of clean energy cooperation agreements, including 12 to 13 enterprise agreements and 3 to 4 intergovernmental agreements. In addition, the two countries will establish a cooperation promotion center for renewable energy between China and the United States. Shi Dinghuan, the counselor of the State Council and chairman of the China Renewable Energy Association, believes that the cooperation between China and the United States in the field of renewable energy has become more and more extensive, covering basically all the industrial chains in this field. The two sides urgently need to establish a long-term cooperation mechanism. After the establishment of the center, there will be a dedicated team to promote information exchange, personnel training, preparations and other work.

The three major areas are favored. There are many types of clean energy technologies. There are three sub-forums in this special forum, which will discuss the development of nuclear energy technologies, clean coal technologies, and renewable energy technologies.

Sino-U.S. cooperation in the field of nuclear power has been fruitful. China has a vast market for nuclear power. The United States has rich experience in nuclear power technology R&D, construction and operation management. According to a CNNC official, China and the United States are building the world’s first four AP1000 nuclear power plants in China, and the US Westinghouse Company has transferred AP1000 technology to China, making this fourth-generation nuclear power technology a reality for the first time from drawing. In the future, the two countries will expand cooperation in the fields of equipment manufacturing, nuclear fuel cycle, operation services and software development.

In terms of clean coal technology cooperation, China and the United States can cooperate in the four aspects of efficient coal mining, clean coal power generation, clean coal conversion, carbonization treatment, and capture of carbon dioxide.

As for renewable energy cooperation, China and the United States currently have many cooperations in wind energy, solar energy, and ground-source heat pumps. U.S. General Motors, DuPont and other companies have developed numerous projects in China to support the development of green energy in China. The United States is the country with the largest installed capacity of wind power in the world. China's wind power installed capacity is developing rapidly. This year will catch up with the United States and cooperation has something in common.

It should be pointed out that Sino-U.S. technical cooperation is not a one-way import and export. Zhou Dadi said that China’s economic development has been rapid in recent years. Although the United States is still a major exporter of technology, China is catching up in terms of manufacturing capacity and research and development of advanced technology facilities, such as smart grid technology, and China is now in the forefront of the world. Therefore, after years of cooperation, the two sides are gradually moving toward common challenges, joint development, and mutual learning. It is believed that there is huge room for cooperation in the field of clean energy.
