Hainan ban wall insulation system on-site preparation of slurry materials

In May this year, the Hainan Provincial Department of Housing and Construction forwarded a notice from the Ministry of Housing and Urban-Rural Development dated March 19, clearly stating that the use of raw materials for on-site mixing in wall insulation systems and materials is strictly prohibited. Despite this, recent reports indicate that some construction sites in Sanya are still using banned methods. A resort hotel in the city reportedly added an insulation coating additive to other paints during construction, which is against regulations. Officials from both the Provincial Energy Conservation Science and Technology Department and the Ministry’s Science and Technology Development Promotion Center confirmed that on-site slurry preparation is not allowed, and violations will be investigated. The issue of on-site mixing has raised concerns about quality control and energy efficiency. A mainland buyer, Mr. Li, who is also a construction professional, reported that the hotel’s external walls used banned insulation materials. He worries that such practices may compromise building quality and lead to future inspection failures, affecting residents for years. The reporter visited the site on a rainy day when no work was being done, and found that the project had indeed included the prohibited method. Upon reviewing the project's energy-saving construction plan submitted on August 15, the reporter discovered that the practice of adding thermal insulation additives to qualified coatings on-site was explicitly banned by national and provincial regulations. A local agent for a well-known foreign paint brand explained that this mixing method was once common but often led to substandard work. He attributed the resurgence of such practices to insufficient awareness of the regulations and potential profit motives among developers seeking cheaper alternatives. Despite these challenges, the market for insulation and reflective energy-saving coatings shows strong potential. According to China’s “Twelfth Five-Year Plan,” new wall materials are expected to account for over 65% of total production, with application rates exceeding 75%. The development of integrated insulation systems—combining heat preservation, fire resistance, noise reduction, and aesthetics—is accelerating. Hainan’s own energy-saving plan aims for 100% compliance with national standards in new buildings by 2015, with over 90% of construction projects meeting energy efficiency requirements. Reflective insulation coatings are seen as key drivers of this growth. Industry experts, including Qu Hongle from the Ministry of Housing and Urban-Rural Development’s Science and Technology Development Promotion Center, emphasize the importance of strict enforcement of regulations. The Ministry issued a notice in March clarifying that on-site slurry preparation is prohibited due to its impact on product quality. They urge all relevant parties to study the technical guidelines thoroughly and implement them strictly. Looking ahead, the Ministry plans to promote green building materials, including high-performance concrete, fire-resistant insulation, and energy-efficient systems. As noted by former Deputy Minister Qiu Baoxing, China’s investment in energy-efficient construction could reach at least 1.5 trillion yuan by 2020.
