This year, rare earth export quotas increased slightly by 2.7%. Surplus reality is difficult to resist smuggling scale.

The rare earth quotas continued to be issued as scheduled. On August 22, the Ministry of Commerce issued the second batch of rare earth export quotas for 2012, totaling 9770 tons, including 8537 tons of light rare earths and 1233 tons of medium and heavy rare earths. Together with the first export quotas, this year's export quotas totaled 30,996 tons, an increase of about 2.7% from last year's annual quota (30,184 tons). The "Daily Economic News" reporter noted that under the background of refractory rare earth smuggling and escalating international pressure, the rare earth quotas intended to protect rare earth resources have frequently fallen into a real dilemma. The industry will also begin a deeper discussion on whether the export quota for rare earth will eventually be cancelled. Excessive export quotas last year The Ministry of Commerce announced that among the 24 groups (companies), Baotou Steel Group has the largest number of light and heavy rare earth quotas, 2469 tons and 196 tons respectively. Except for Sinosteel and Leshan Shenghe Rare Earth Co., Ltd., which did not receive medium-weight rare earths, other companies such as Minmetals Group, Chinalco, and Guangzhao Nonferrous Co., Ltd. all had significant gains in light and heavy rare earth quotas. Xijun Rare Earth, which has repeatedly missed the list of rare earth export quota enterprises, has also regained quotas. The quotas for light rare earth and medium and heavy rare earths are 139 tons and 27 tons respectively. On August 22nd, a senior person from Xijun Rare Earth told the reporter of "Daily Economic News" that although the company has no quota for many years, "by looking for a foreign trade company with quotas, Xijun Rare Earth still has export performance in recent years." , but the export volume is greatly reduced compared to before. The reporter learned that the quota for this year has increased slightly compared with last year. On December 27 last year, the Ministry of Commerce announced the first batch of rare earth export quotas in 2012, and 11 companies received quotas of 10,546 tons (according to 80% of their annual entitlements). In addition, the first batch of rare earth export quotas issued by the Ministry of Commerce in May was 10,680 tons. The first batch of rare earth export quotas this year totaled 21,226 tons. But since last year, there has been a large surplus in export quotas. Ma Rongzhen, secretary-general of China Rare Earth Association, once said that the export quota was 30,184 tons last year, but the actual export used only 18,600 tons, accounting for 61.6% of the total quota. Although the existence of the quota system has not affected foreign users to obtain rare earth products from China, some European and American countries still expressed dissatisfaction with this system and eventually resorted to the WTO. At present, this dispute has entered the investigation stage of the expert group. The issue of recurrence of rare earth quotas is more concerned. Although export quotas have been implemented for many years, they have not curbed the smuggling of rare earths. On the contrary, the illegal exports of rare earths have recently shown signs of spreading from metal and oxide products to raw ore. . "The phenomenon of exporting raw ore in the first half of this year has been very serious. Although it is difficult to count the quantity, it is conservatively estimated that there should be several thousand tons according to the current situation." Ma Rongzhen said to the media recently. The smuggling phenomenon of rare earth products is even more shocking: according to the export volume of rare earth products in China and the production of rare earth ore and rare earth consumption in recent years, the annual disguised export and smuggling of rare earth products is expected to be between 20,000 and 30,000 tons. So, is there a need to protect the rare earth quota of rare earth resources? Wang Zhongshan, deputy director of the Nanjing Rare Earth Application Research Association, told the reporter of the Daily Economic News that the state should control and control the scarce elements that are truly strategic. The combination of lenient and strict can not only lose national interests but also reduce international disputes. It is understood that the current domestic and international demand is mostly concentrated in the medium and heavy rare earths and light rare earths in the elements of yttrium, lanthanum, cerium, lanthanum, etc., while China's rare earth export quota restrictions only count the quality regardless of the variety. In the view of the above-mentioned high-level corporate personnel, the rare earth quota has the correct concept, but there are still no solutions to the situation like rare earth smuggling. “The quota itself is to protect rare earth resources, but now the price of rare earths is low, and some people can export through smuggling. Enterprise development will eventually follow the market.” Export quotas are not used, and the problem of rare earth smuggling is difficult to stop under multiple pressures. The rare earth export quota has fallen into a very embarrassing situation. According to the reporter's understanding, the management department has convened relevant experts to discuss the matter, and some experts even expressed their views on the need to cancel the quota.
