Denis Khramov, deputy head of the underground resources department of the Russian Ministry of Natural Resources, said: "We will not only seek to expand the development of offshore oil and gas fields to more domestic oil companies, but will also seek to expand the development of offshore oil and gas fields in Russia to foreign oil companies."
Khramov made the above speech at an oil and gas meeting in the Russian Far East Sakhalin Island. He said that this proposal of the Russian Ministry of Natural Resources has been approved by the Government’s Legal Activities Committee.
