Recently, at the Shaanxi Development Zone-Hong Kong Cooperative Development Promotion Conference, the Guanzhong-Tianshui Economic Development Zone, backed by the State Council, actively sought cooperation with enterprises and highlighted key projects in energy and chemical industries, machinery manufacturing, and aerospace. Among them, Baoji High-tech Zone focused on aviation and nuclear power new materials industrial parks, aerospace navigation and safety equipment, machine tool industry parks, and environmental protection demonstration zones. Weinan High-tech Zone concentrated on construction machinery, while other sectors like fine chemicals, new energy, and modern services aimed to collaborate with Hong Kong companies. The Guanzhong-Tianshui Economic Zone is striving to become a leading advanced manufacturing base in China.
**Policy-led Development**
As a key area for the country's western region development strategy, the Guanzhong-Tianshui Economic Zone aims to build world-class advanced manufacturing clusters in aerospace, metallurgy, and machinery by 2012. The zone is also committed to cultivating competitive enterprises and becoming a hub for advanced manufacturing in the west. Following the "Guanzhong-Tianshui Economic Zone Advanced Manufacturing Base Development Plan," Shaanxi and Gansu provinces are accelerating industrial upgrades, promoting strategic emerging industries, and building a modern industrial system with strong competitiveness. By 2020, the economic zone is expected to establish a first-rate, globally recognized advanced manufacturing base, driving sustainable growth in equipment manufacturing across the western region.
**Setting Clear Goals**
The economic zone has set clear goals to enhance industrial scale, innovation, and sustainability. By 2015, the added value of the equipment manufacturing sector is expected to exceed 380 billion yuan, with total imports and exports reaching 12 billion USD. By 2020, these figures are projected to rise to 800 billion yuan and 20 billion USD respectively. The zone is also focusing on increasing tax contributions and industrial investment significantly over the years.
**Building Six Manufacturing Industrial Bases**
The Guanzhong-Tianshui Economic Zone is developing six key manufacturing bases: aviation, power transmission, petroleum equipment, energy-saving and environmental protection, new chemicals, and heavy metallurgical equipment. Each base is supported by leading enterprises and focuses on high-end technologies, smart systems, and sustainable development. For example, the aviation base is expanding its industrial chain, while the power transmission base is building an international-level infrastructure for smart grids.
**Taking Four Measures for Implementation**
To support this growth, the zone is implementing four key strategies: strengthening industrial clusters, promoting enterprise innovation, facilitating industrial transfer, and advancing military-civilian integration. These measures aim to enhance R&D capabilities, foster collaboration between universities and industries, encourage technology adoption, and improve the efficiency of industrial parks.
In addition, the zone is promoting circular economy practices and supporting green development. It is investing in resource-saving and environment-friendly industries, as well as promoting energy-saving technologies and recycling systems. These efforts are helping the region move toward a more sustainable and competitive industrial future.
