Recently, at the Shaanxi Development Zone-Hong Kong Cooperative Development Promotion Conference, the Guanzhong-Tianshui Economic Development Zone, backed by the State Council, actively sought cooperation with enterprises, focusing on key industries such as energy and chemicals, machinery manufacturing, and aerospace. Among the zones, Baoji High-tech Zone emphasized aviation and nuclear power new materials, aerospace navigation systems, and machine tool parks, while Weinan focused on construction machinery and other sectors like fine chemicals, new energy, and modern services. The Guanzhong-Tianshui Economic Zone is leveraging this opportunity to become a leading advanced manufacturing base in China.
**Policy-led Development**
As a key area in the country’s western development strategy, the Guanzhong-Tianshui Economic Zone aims to build world-class manufacturing clusters by 2012, including aerospace, metallurgy, and non-ferrous metals. With strong policy support, it has become an incubation center for advanced manufacturing in the west. The zone is accelerating industrial upgrades, fostering emerging industries, and building a modern industrial system with competitive advantages. By 2020, it plans to establish a top-tier, globally recognized advanced manufacturing base, driving sustainable development across the region.
**Targeting Six Manufacturing Industrial Bases**
The economic zone is concentrating efforts on developing six major industrial bases: aviation, power transmission, oil equipment, energy-saving and environmental protection, new chemicals, and heavy metallurgical equipment. These bases aim to promote industrial concentration, enhance technological innovation, and expand production capacities. Each sector is being developed with strategic focus and investment to create strong, competitive industrial ecosystems.
**Taking Four Measures as a Starting Point**
To achieve its goals, the Guanzhong-Tianshui Economic Zone has outlined four key measures. First, it is strengthening industrial clusters by improving R&D capabilities and promoting high-end manufacturing. Second, it is encouraging enterprise innovation through funding and collaboration with research institutions. Third, it is actively attracting industrial transfer by creating open and efficient environments. Finally, it is promoting the integration of military and civilian industries, supporting digital transformation and smart manufacturing.
In addition, the zone is advancing circular economy initiatives and supporting resource-efficient practices. It is implementing over 100 key projects annually and building demonstration zones to foster sustainable growth. These efforts are shaping the Guanzhong-Tianshui Economic Zone into a dynamic, forward-looking industrial hub that is setting new standards for manufacturing in China.
