Green Mountain is the best of Jinshan and Yinshan. The Hubei Provincial Government Work Report emphasized that we must not sacrifice the environment for short-term economic growth or the so-called "wealth" of the current generation. Instead, we should persist in building an ecological province, strengthen environmental protection and governance, and take responsibility for future generations. We need to ensure a good ecological environment for our descendants, keeping green mountains and clear waters, and preserving blue skies and white clouds.
This approach has resonated with many NPC deputies and CPPCC members. During the "Two Sessions," Guo Yuandong, chairman of the Huangshi CPPCC and party secretary, proposed that an overall plan for the construction of an ecological Hubei should be developed immediately, along with top-level design. It is essential to promote institutional innovation, establish a scientific and technological support system, and increase investment in ecological construction.
**Ecological Model of WISCO**
WISCO has been using half of its annual profit for environmental protection. In 1991, WISCO was among the first to install the most advanced electric precipitator in the blast furnace. Standing outside the No. 5 blast furnace, Xu Wei from the Environmental Protection Section of the Ironmaking Plant pointed out two large structures, explaining how the equipment had once been considered advanced but now needed upgrading to meet new emission standards.
On January 17th, as the reporter walked through several blast furnaces with Xu Wei, he mentioned that the previous equipment was no longer sufficient under the new regulations. There are currently seven blast furnaces at WISCO, equipped with nine electrostatic precipitators and 25 bag dust collectors. The company plans to replace all electrostatic precipitators with bag filters, completing the upgrade by the end of the year, with an initial investment of about 100 million yuan.
However, even manufacturers are unsure if the new equipment will meet the new standards. Xu Wei, a technician with over ten years of experience, expressed concerns: “There is no precedent to follow. This is a challenge faced by the entire steel industry nationwide.â€
The pressure comes from new emission standards issued by the Ministry of Environmental Protection in late 2012. These standards significantly tightened limits on particulate matter, sulfur dioxide, and chemical oxygen demand. For dust alone, emissions must be below 50 mg per cubic meter, and in sensitive areas, less than 25 mg.
Currently, WISCO’s electrostatic precipitators emit around 100 mg per cubic meter, while bag filters can reduce it to about 50 mg. According to new designs, the blast furnace should emit less than 25 mg, and other parts less than 15 mg. Wu Shenghao, chief environmental engineer at WISCO, stated, “Industrial emissions account for 20% of atmospheric particulate emissions. WISCO is located in the central area of Wuhan, so we must implement stricter energy-saving and emission reduction standards. This is our responsibility.â€
In 2013, WISCO spent over 300 million yuan on energy conservation and emission reduction. In 2014, this increased to 732 million yuan, making up one-third of the 2 billion yuan allocated during the 12th Five-Year Plan period. That amount is equivalent to half of the group’s total profit of 1.5 billion yuan in 2013.
WISCO has set strict standards for desulfurization, denitrification, and wastewater treatment. All projects must be completed by December 2014, with no cuts to any environmental protection initiatives.
Despite challenges like overcapacity and tight profitability, WISCO's commitment to sustainability remains strong.
**Hubei’s Ecological Industry: Using System Assessment to Force Enterprise Transformation**
On January 2nd, the four flat glass production lines of Shayang Zhongxin Building Materials Co., Ltd. were dismantled, along with old factory buildings. The company is now acquiring 400 mu of land in the Shayang Economic Development Zone and planning to invest 400 million yuan to build a new line for producing 250,000 tons of beer bottles annually, aiming for transformation and upgrading.
With the closure of Shayang Zhongxin, Hubei met its 2013 target of eliminating outdated production capacity, involving 47 enterprises across 13 industries, including small cement, paper, and thermal power plants. Among them, 13 small thermal units were shut down, accounting for one-sixth of the national total. This saves 1.4 million tons of standard coal annually—equivalent to one large coal mine.
According to statistics, in the first three quarters of 2013, Hubei’s energy consumption per 10,000 yuan of industrial added value dropped by 8.6%, exceeding the annual target of 4%.
Sun Jinyong, a CPPCC member from Xiaogan, submitted recommendations on energy saving and emission reduction to address urban air pollution. He praised the province’s efforts but stressed the need for continuous, multi-faceted strategies. Cooperation between the government and enterprises is key to creating long-term mechanisms for a greener Hubei.
Hubei has already outlined plans. According to the Provincial Economic and Information Committee, accelerating the elimination of outdated production capacity and promoting green development have become major tasks for 2014.
This is a tough challenge. Enterprises with high energy consumption and pollution, such as non-ferrous metals, petrochemicals, and building materials, will be the focus. If they fail to meet energy-saving and emission-reduction targets, electricity prices will be used as a lever to increase costs and push for transformation.
Energy saving and emission reduction not only require investment but also bring significant economic benefits. Improved efficiency becomes a driving force for companies to adopt greener practices. WISCO and Wu Petrochemical have achieved negative energy production by recycling by-products like sulfides, dust, and slag.
Inspired by this, the Wuhan Municipal Development and Reform Commission launched the “Three-Year Action Plan for the Comprehensive Utilization of Bulk Solid Waste Resources.†The goal is to reach a 55% utilization rate of solid waste by 2016, generating 50 billion yuan in economic value and creating 200,000 jobs. As more companies recognize the value of waste, direct discharges will decrease.
Sun Jinyong believes that as the government improves policies on turning waste into treasure, social and market forces will support Hubei in building an ecological province. The day when clear water and blue skies become a reality will come sooner.
**Two Sessions Sound: Implementing a Healthy Interaction Strategy Between Economy and Ecology**
Zeng Xianchu, deputy secretary general of the CPPCC and director of the Proposal Committee, emphasized that to achieve “building a pivot and staying in the forefront,†Hubei must focus on “accelerating†and “transformation.†He highlighted five key points for implementing the “one dollar multi-level†development strategy: accelerating technological transformation, implementing an innovation-driven strategy, leveraging regional advantages, enhancing industrial competitiveness, and releasing private investment potential.
He also called for addressing resource and environmental constraints by implementing a sustainable interaction strategy between economy and ecology.
**Accelerating the Development of Renewable Resources in Hubei**
The Hubei Provincial Committee of the National Revolutionary Committee noted that Hubei, known as an old industrial base, has abundant renewable resources. However, the industry still faces issues like an unbalanced structure, incomplete supply chains, and weak leadership from major enterprises.
To address this, the proposal suggested: 1) developing strategic plans to guide the industry; 2) building a network system and industrial parks; 3) increasing policy support and establishing laws for a circular economy; 4) setting up a recycling system and standards; and 5) strengthening R&D and innovation in renewable resources.
