Suppliers interested in participating must meet strict qualification requirements. First, bidders are required to provide financial audit reports from the previous year, along with copies of their balance sheets, income statements, and cash flow statements, all stamped with the company’s official seal. If they cannot submit these documents, they must provide a credit certificate from a bank or a government procurement bid guarantee letter instead.
Additionally, all products involved in the procurement must have gone through proper declaration procedures for imported goods. According to guidelines issued by the Ministry of Finance and the Beijing Municipal Bureau of Finance, any unapproved imported items will not be accepted. This means that suppliers must ensure compliance with all import regulations before submitting their bids.
Another key requirement is that bidders must hold the first-class qualification in safety technology prevention engineering issued by the China Safety and Security Products Industry Association. This ensures that only experienced and certified companies can participate in the project.
Finally, the procurement process uses an electronic bidding system. Suppliers are required to submit a U-disk containing their e-bidding documents, created using the designated software. These files must be properly sealed and submitted alongside the traditional bid documents. This digital approach streamlines the evaluation process and ensures transparency in the selection of the winning bidder.
