Director Yao Yan of China Building Materials Group pointed out that China faces challenges such as the scarcity of high-quality lime and clay, and the industry has historically emitted large quantities of harmful gases and dust. For instance, carbon monoxide emissions from lime, traditional wall materials, and cement reached 660 million tons annually, accounting for about 40% of China’s total emissions. On January 1, 2013, the General Office of the State Council forwarded the "Green Building Action Plan" developed by the National Development and Reform Commission and the Ministry of Housing and Urban-Rural Development. Many consumers are concerned about high prices. “From the perspective of diatomite, our products are still expensive. To reach ordinary households, we need to break through this price barrier,†said Gu Fei.
In response, industry leaders suggest increasing public awareness and encouraging government incentives for consumers. “As the market grows, consumer acceptance improves, sales increase, and prices are expected to drop further due to technological advancements and improved production efficiency,†they added.
To support research, production, and application of green building materials, China launched its first dedicated fund—the China Social Welfare Foundation Green Building Materials Fund—in September 2013. The fund supports educational campaigns, promotes healthy living, and advocates for low-carbon development in the building materials industry.
For companies, cost reduction can also be achieved through innovative marketing strategies and supply chain integration. “By aligning the upstream raw materials, downstream production, and construction phases, costs can be significantly reduced,†said Yu Dayou, dean of the Yuanda Residential Design Institute.

After the central government formed the coordination group, several provinces, including Sichuan and Jiangxi, established their own groups to address local issues and accelerate industry development.
