It recommended the establishment of the National Security Committee as a key mechanism to ensure cross-departmental cooperation and strategic decision-making. This body plays a crucial role in maintaining national security and implementing comprehensive strategies. Religious infiltration has also emerged as a major concern. The report revealed that foreign hostile forces are using more diverse and covert methods to influence Chinese religious practices. These efforts have led to the spread of extremist ideas, particularly among vulnerable groups. For example, in 2013, many violent incidents were linked to religious extremists who used underground gatherings to propagate radical ideologies. The report warned that such infiltration poses a serious ideological threat and must be addressed with vigilance. In addition to combating terrorism, the National Security Committee is tasked with coordinating both domestic and international security issues. Its four main functions include: developing and implementing a comprehensive security strategy, advancing the rule of law, formulating specific policies for national safety, and addressing major security challenges through inter-agency collaboration. These tasks reflect the evolving nature of security threats and the need for a unified, proactive response. The report also highlighted the importance of improving legal frameworks to better address modern security challenges. Current laws, such as the Anti-Secession Law, are seen as too narrow and require broader legislative support from military, political, and diplomatic sectors.
