On May 15, Guo Shuqing, the deputy secretary of the CPC Shandong Provincial Committee and governor, visited Huangdao District in Qingdao to oversee the rescue efforts and investigation into the "May 11" retaining wall collapse incident, as well as to inspect flood prevention measures and the reconstruction of dangerous buildings in both urban and rural areas. The visit highlighted the importance of addressing safety concerns and ensuring the well-being of local residents.
Guo first arrived at the site of the accident at the Qingdao branch of Shandong Provincial Renewable Resources Co., Ltd. He carefully examined the damaged structures and inquired about the condition of the injured. He urged continued efforts in rescue operations and emphasized the need for a swift and transparent investigation into the cause of the accident, with results made public as soon as possible. At the site of the renovation project in the old town of Huangdao, he listened to reports from project officials and stressed the importance of prioritizing safety, maintaining quality standards, accelerating progress, and improving living conditions for residents.
During a meeting, Guo reiterated the importance of following the instructions from Premier Li Keqiang and other central leaders, emphasizing the need for effective accident response and long-term safety management. He expressed deep sorrow over the losses caused by the "May 11" incident and called for lessons to be learned to prevent future tragedies. He urged comprehensive risk assessments and thorough inspections, ensuring that all potential dangers are addressed promptly. With the approaching flood season, he emphasized the urgency of inspecting and repairing hazardous buildings, relocating affected residents without delay, and preparing thoroughly for flood control.
He also highlighted the importance of strengthening infrastructure, including roads, railways, power, water, gas, and telecommunications, and ensuring that all systems are ready for heavy rain and flooding. Public awareness campaigns on flood preparedness and safety measures were encouraged, along with early warnings and weather forecasts to better protect communities.
Guo further pointed out that the root causes of frequent safety incidents often lie in weak safety awareness and flawed social governance. He stressed that development must not come at the cost of human lives and called for a shift in priorities, focusing on people-centered, scientific, and safe development. He emphasized the need to improve social governance, pay more attention to vulnerable groups such as migrant workers, and ensure their rights in social security, wages, and living conditions. He also encouraged public participation through mass line education activities, involving various social organizations in safety initiatives to build a stronger, collective safety effort.
