On May 15, Guo Shuqing, the deputy secretary of the CPC Shandong Provincial Committee and governor, visited Huangdao District in Qingdao to oversee the rescue efforts and investigation into the "May 11" retaining wall collapse incident, as well as to inspect flood prevention measures and the reconstruction of dangerous buildings in urban and rural areas.
Guo first visited the site of the accident at the Qingdao branch of Shandong Provincial Renewable Resources Co., Ltd. He carefully examined the collapsed temporary sheds and inquired about the condition of the injured. He emphasized the importance of continuing rescue operations, accelerating the investigation into the cause of the accident, and holding those responsible accountable. The findings should be made public promptly to ensure transparency and restore public trust.
At the site of the renovation project for dilapidated houses in the old town of Huangdao, Guo listened to reports from project officials. He urged staff to proceed with practicality, prioritize safety, strictly control construction quality, speed up progress, and improve living conditions for residents as soon as possible.
Later, Guo chaired a meeting where he stressed the need to implement the instructions of Premier Li Keqiang and other central leaders regarding accident response and future safety management. He expressed deep sorrow over the losses caused by the "May 11" incident and called for learning from the tragedy to prevent similar accidents. A comprehensive risk assessment must be conducted, with thorough inspections and decisive action taken to eliminate all potential dangers.
With the approaching flood season, he emphasized the urgency of inspecting dangerous buildings in both urban and rural areas, identifying risks early, and completing necessary repairs ahead of time. Landslide-prone areas must be closely monitored, and affected residents and units must be evacuated immediately. All preparations for flood control, including infrastructure checks on roads, railways, power, water, gas, and telecommunications, should be completed thoroughly. Media outlets should also play a role in educating the public about flood preparedness and safety measures.
Guo highlighted that the root cause of frequent safety incidents lies in weak safety awareness and flawed social governance. He stressed that development must not come at the cost of human lives and called for a shift toward people-centered, scientific, and safe development. Efforts should be increased to improve social governance, focusing on the well-being of migrant workers and vulnerable groups, ensuring their rights in social security, wages, and living conditions.
In line with the current party mass line education campaign, he encouraged gathering public feedback on safety production and mobilizing social organizations like trade unions, youth leagues, and women’s federations to participate in safety initiatives, creating a broad societal effort.
